naruto should be a male dancer, maybe chip and dales, that would be effin hilarious. garra shoukd be something equally embaressing, like a school girl or boy... someone definatly be a cowboy-maybe lee.

For costume ideas, you could make Neji into Hinata and Hinata into Neji, Lee can wear a balerina costume (complete with pink tutu-since he likes tights), and put Kiba in a cat/neko costume. You are doing fine with your story, just use your imagination and think of halloween costumes you have seen before, i.e. pirates, witches, devils, maids, robots, vampires, etc. I can't wait for another chapter of your story. I think it is going to be an interesting one. Take Care. :)

Neji - the yaoi fairy *coughcough* >_> (<--saw a yaoi fairy at a con, but he was more like a exotic belly dancer with the words yaoi fairy on his chest. o-o)

Kiba - I agree with one of the reviewers for making Kiba a cat...but why should he be just a cat when he can be catwoman? XD
