(aff killed my review with all my costume ideas. -_-)
so here's a quick rundown of my ideas and you can match them to whoever. And maybe, instead of having Kiba be just a cat, he could be catwoman. >_>;
sweet lolita, Donald Duck with Miku(AnCafe) doll, 18th century dutchess, mermaid, Mana in his Malice Mizer days, Gackt/other Jpop/Jrock ppl, dentist, FBI agent, HP characters, belly dancer, bondage boy, and etc. (I can't remember the rest but I think this is almost enough)

Hmmm...interesting story so far. As for costumes...hopefully this'll help ^^

Lee: Most likely make wear something that requires spandex. A ballet suit...is disturbing but might work.
Neji: I think he should be a vampire. He's got the hair for it. :D
TenTen: probably a martial artist or something. It would be simple.

Kiba: maybe one of those snow people who deliver stuff. Akamaru would make a great sled dog. ^^
Shino: errr...a DJ? I don't know if they know what DJs are but...I saw this picture of Shino as a DJ...first thing to come to mind. hehe.

*Here's an idea: for the Ino-Shika-Cho team: make them dress up as their own namesakes. Ino= boar, Shika=deer, Chouji=butterfly.

Gaara: hmmm....probably a racoon. He could pull it off. :D
Kankuro: A kabuki samurai. The face-paint helps; he could just mix in some white in there as well.
Temari: for some bizarre reason, I'm thinkin' leather and fishnet. (shifty eyes) Errr...she could pull off being a dominatrix quite well neh? But if you're going for tame, maybe a witch.

Kakashi: erk? A scarecrow? hehe, fits his namesake.
Iruka: hmmm....this one is a toughie. You could go with his namesake and make him a dolphin...
Kurenai: Something to go with those red eyes...a female devil. Hey, somebody's gotta be one. ^^
Asuma: no idea on this one. Sorry. ><
Tsunade: ah the Hokage...err...the Hokage...um....a wizard! Hehe, maybe if they knew what wizards are.

You should make dress up Gaara as the Goddess of Love and KanKuro dress up as a street rat. That would be funny. Also make Neji a hippy, that would be sooo funny.

Hehehe! First of all I wanna say that I love the fic so far. I couldn't stop laughing after I found out about Sasuke's costume, I really can't wait to find out what Naruto's wearing. Anyway, I got couple of costume suggestions for couple of the characters.

Lee - Angle/monk/prist cuz they are suppose to be quiet and full of serenity which is not kinda his character but considering Tsunade's evil plan to torture her subordinates it should be like punishing him.
Neji - His little slip could have just told him to dress as a dangerous and powerful missing nin and he could have decided himself to dress as an Akatsuke member - could be like Itachi, could have found from Bingo book or something (please don’t Kisame), I think he would look cool and since not even Tsunade would know his costume, he can give them quite a shock at first sight.
Tenten - Gai obviously, I think since she is a girl she could look quite sexy in that ridiculous outfit instead of lame and horrendous, she needn't change or shorten her hair though, just a white strip would do fine.
Gaara - Hehehehe. Guess who???? Tsunade - I had quite a laugh imagining him playing the role. Since, the sand team didn't have any formal jounin instructor, I though he could be the one with pre-selected costume. You can make it quite funny though like Temari could persuade him to wear fake boobs and Naruto could ask him what he used for those and poke it couple of times, earning death glares from both Gaara and Sasuke and may be a beating or two... I don't know you can get quite creative here.
Ino - Asuma cuz well Sakura dress as Kakashi and I think she could pull it off nicely
Shikamaru - Gaara of the desert - cuz I think he has an understanding of Gaara since he knew a lot about his past like Naruto and it would be quite funny for someone so lazy to act such a hard part.
Chouji - deer - I think he would look kind of cute with antlers or vampire since he really likes food as much as vampires like blood

I tried to go along with the costume guidelines you set up and suggest something that fits the characters' personalities. So, use any you like and I'll be waiting to read the next chapters. Bye.

Shikamaru dressed as a yakuza boss makes me squee for some reason.

Shikamaru = mime artist/kakashi (coz he finds it too troublesome to dress up & kakashi is easy to imitate coz he just have to add a mask to his uniform)

Gaara = tarzen
Kankuro = humpty dumpty
Temari = barbie doll/minnie mouse

Kakashi = magician/koala bear
Iruka = puppy/penguine/lamb
Tsunade = $/card/sake bottle

hmmm... costumes, costumes, costumes...... Lee could be a cheerleader, that would be the most hilarious thing ever! Gaara as a housewife, maybe..? *snicker* omg, Neji as a female police officer~! in like ultra miniskirt and stuff~! zomg~!
