you could use kiba and akamaru, but make them both human and twins? btw love your story!!

My opinion right off the top is Inari.
You said it yourself about Sai that you don't really want another emotionally damaged cat running around.
He is one of the very few characters that actually seems to be well rounded out. And you get to keep the age group right to Konohamaru.

Although its tough for me, I would absolutely love to see Gaara in your story. He is probably my all time favorite character.
I'm not here, hopefully you have plans to bring him in later.

Been loving your story, its always interesting to read an AU and see what the writer does with the characters.
If you are looking for characters that can possibly cat I think Inari is a really good choice, Udon is definitely not. Other obscure choices are Nawaki, Tsunades brother, or maybe Idate, Ibikis brother in the anime. Kankuro may also be a choice.

Here are some suggestions

Kimimaro one of Orochimaru spare bodys that he sends out to get Sasuke but he dies,

Sora is a monk who appeared in the first filler arc of Shippûden and that had some of the nine-tailed foxs chakra so he was a little bit like Naruto but you can leave that out, and

You all should remember Sumaru from that filler that everyone liked the Natsuhiboshi Lullaby Lyrics.

If your looking for characters not from leaf then you have Inari for the Waterfall Village, you also have Ibiki's younger brother Idate. Looking forward to you next chapter.

I love this story and honestly Inari is the first person that cames to mind as an additional cat to work with Konahamaru. They both idolize Naruto and I can see them fighting to get his attention and praise.

Buf, that Klennethon guy is really creepy. I now that Orochimaru is shit and Itachi crazy and all that jazz, but he is the one that had gave me the worst vibes. The words "unique", "collection" and "person" together are a very bad combination.

I read a fanfiction recently - it was called Triste with Wave or smt similar - there Konohamaru and Inari bacame boyfriends and they kinda fit well in my oppinion. So I think Inari would be a good cat, i believe he has potential and a common admiration towards Naruto could make him and Konohamaru bond even if not sexually. I also think he would be good because he has background info as well as missing pieces in his story which you can fill as you want. (I'm sure you'd do a great job at that).

Another suggestion would be (although you said you wouldn't want a girl cat) to use Amaru from Naruto Shippuuden Movie 3: Bonds - she's a tomboy, so she'd be able to cope with being a cat and she's also valuable because she's a medic. It would also strengthen the idea that the New Uchiha is not gender favoring. All this if you feel like experimenting that is. ;)

As for Gaara, wouldn't he be a great fighter? He'd be a good rival to Konohamaru (if he manages not to shit his pants XD) and would really put him to the test. Speaking of Gaara, ever consider Kankurou? Don't have any specific ideas about him, just reminding you of his existance.
