"Itachi had tried as best he could, but he just couldn’t give me what I needed." In context, that sounded like a little Uchihacest. O_O Which I like. Didn't end well though.
I actually have a tiny tiny criticism: The second to the last section at the end, you switch POV (the only time I think you did it. You go from first person Sasuke to third person in Itachi's POV. Only thing I think you've done wrong. Since I'm constantly being dings BY MY FANS of all people, that's pretty damn good. ^_^
Ooooo . . . Itachi, I love you, you dedicated, handsome, stubborn, gorgeous, son of a bitch. And where are they going. And we're getting close! I wish you'd put a more precise date on the prologue. End of June? God, the suspense is killing me!!!!

Well, first of all, why wasn't Haku's apartment wired? Why weren't there any cameras? I mean, they are trying to catch a killer, for God's sake!
As for the media coverage - why didn't they use this to get an upper hand on the Council? They could use the journalists from anywhere to discredit the image of the politicians - that's a very good leverage.
And what about using the quarries as the bait? I mean, that's one of the most widely-used strategies. So, why not??

I see this update and I really say "oooooo" out loud. God, you're killing me with suspense! Killing me by inches (so to speak). Starting with that prologue was cruel (but an excellent choice as a writer). I can't wait to find out how Sasuke ended up chasing him and getting shot and what happens next. *squeal!* I'm too into this. Poor Haku. I want to know more about the brother's relationship! Lovin' it!!!

I'm soooo worried for Itachi; I love him soooo. I feel bad that Haku's probably going to die, but I hope Itachi'll be alright. O_O

More chapters, more questions..
Why did the killer(s) (he obviously had an accomplice distracting Sasuke) leave the policeman dying but didn't finish him off?
What is behind the Council's interference with standard police investigation? Why do they have such a power? Why to hush it up?
16 murders, 16 years.. and names of the remaining relatives *surprisingly* sound like ones of Jinchuurikis' :) So, Naruto *is* special, right? Not in the way Sasuke sees him, though.. psychic powers? :) Mind reading?..
Why such a difference in the killing technique? The Namikazes were tortured and their son was attacked, unlike others.
Well, let's see how it all ties in. Speaking about things I liked and want to read more about, Sasuke and Sakura made a good (if not too perfect, 'cause they've solved "every case" - unrealistic) team.. maybe more warmth and details of Sakura's appearance & personality?..
And why does Sasuke have such ideas of marriage? "Shackling".. still, he believes in true love.
The most confusing part of the story is Naruto. He actually jumps Sasuke, taking lead in realtionship merely minutes after he's told the man a story of his first and only experience of a realtionship with a male.. why is he in such a rush, after all?
And does Naruto find Sasuke attractive at all? Desires him? It wasn't showed in the text, they've just got along, so far, that's it.. and Sasuke commented on Naruto's naivete and unability to read his signals.. I'm confused.
The most "disappointing" thing (or does it make the story unusual?) was sasuke and Naruto's emotional response to what's going on. They seem to enjoy solving some 'puzzle', looking for clues and have fun.. as if the whole case wasn't one to ruin their lives. For me, it's strange.

'Revenge' is surely Sasuke's prerogative in N.universe.. but 16 years in the making??? You're so hard on him, guys. And this "we" - then he's a part of some unit pursuing criminals or is it a common purpose?
Such an emotionally vested "cop"(?) Sasuke - it's rare.. A criminal after the blond? ("one to go") I got the impression that the blond was the last to die, but then he said "true targets".. there'll be more, then?
Confusing, interesting.. I even have a hope of seeing Itachi, maybe, and some sadistic scenes ("I’ll make sure he knows and feels your loss before I kill him.")
