Naruto's stiuation isn't as problematic as you make it sound. The condition was that he can't have sex with any girl IN THE VILLAGE. It never said anything about girls OUTSIDE the village, like Shion for example, or even Shizuka. There isn't really a need for him to become a girl just to have a child.
