Boy, Naruto was really dense in the latest chapter. Tsunade's thinking is that sometimes heading in head first is not the best strategy. Sometimes, flanking an enemy is not the best strategy as well. Etc. for the third strategy.
You always try to have teams made up that can do nearly everything in a pinch because you never know who/what you are goingg to be faced with, even with the best intelligence.
