if you actually let Tsukino become a ruler she could take and mark her two freinds, if thier still available that is or you could put in that the only way to transfer a marked female to another futa, the futa that wants the other's female has to beat the master futa in somesort of fight/contest, and that'd be how Tsukino could claim her two friends after she becomes a ruler.
