As for suggestions I would suggest Uchiha Fugaku (Sasuke and Itachi's father and The husband of Mikoto who was a friend of Kushina's) he would be someone Kushina knew and he would be very willing to fuck her to get one up on Minato based on what I can see of his personality from canon. Fugaku is the source of Sasuke's belief in the "Uchiha Elite" and Sasuke patterned his attitude from what he remembered of his father. Fugaku died about 8 years after the Kyuubi attack when he began organizing the Uchiha to overthrow the Hokage and the rest of the Government in a Coup d'état (which tells us how he viewed being under authority and he might have chaffed under Minato's leadership too) with these actions it is likely he would be going to hell.

For another one I agree with ,Donald the D,and his support for Jiraiya. He is a self-proclaimed super-pervert who peaks at bathhouses and writes porn. In all honesty I would surprised if he hadn't thought about fucking her several times while she was alive despite the fact his student loved her (in fact he might have regarded that detail as a turn on).

I just thought of another suggestion for a person you could use, Gato the evil multi-billionaire from the Wave Arc. He sounds like the type of guy who would be immensely interested in such a thing. You would likely have to make his cock larger than would be proportionate for his body since he was a midget.

The reason I suggest Gato from the Wave Arc and not Zabuza is because Zabuza would likely not be interested in sex with Kushina since I get the impression that he prefers combat to anything else.
