You're really going to attempt this cliche prompt? I'm wary because this concept has done nothing but spawn the dregs of this fandom (just look at that review) and every fic using this prompt has been nothing but lowkey bashing to outright hate fics. Every writer that attempts this shit flanderizes Naruto and Kushina for quick titillation.
At least give us something new from it. Try utilizing different characters like Mikoto Uchiha or Tsume Inuzuka or Yoshino Nara. Maybe someone from Kakashi's generation like Kurenai, Anko, Yugao, Shizune, and or Hana. Kushina ain't the only woman of note.
Shit, Kurenai or Kakashi would have been the perfect characters for the premise since they're actual jonin-sensei.

Kushina should be a slut... but just for Naruto. I mean, it would really subvert expectations (and be funny as fuck) if Kiba, who desperately wants to sleep with Kushina, doesn't get any while Naruto, who clearly felt uncomfortable with Kushina's incestuous attentions this chapter, becomes his mom's main source of dick despite his best intentions to just have a normal mother-son relationship. Kushina should just remain oblivious to her son's woes and keep insisting mothers have the obligation to give sexual relief to their sons (she certainly had the misguided belief Tsume was doing the same for Kiba).
Or you could make Tsume the slut. Kiba keeps objectifying and fantasizing about his friend's mom, right? It would be hilarious if you make him so blinded by his desires he fails to notice how his mom is the one sleeping around and ironically being the slutty MILF he imagines Kushina to be. Hell, Tsume is single, attractive and comes from a clan that could easily justify her acting like a bitch in heat. Besides, when was the last time we had some good Tsume smut? She's so underused in the fandom so it would be original and something never seen before if she's the one spreading her legs for a change.
Maybe show a scene where kushina got defeated in battle sometime in the timeline and she ended up captured and constantly used by her "Winners"
Where she first constantly struggled then over time she loses the will. (like the first couple times she did not sleep because they were flooding her body with chemicals to keep her awake. So after a while with her barely functioning without any rest she started feeling "Good" after each injection.
This was noticed so they started making statement and creating scenarios that she actually has to willfully act as their pet whore to a point where she starts enjoying the act.
This experiance leaves a lasting impression on her. that she hides from people
So she is still the loving parent. Still in love with minato but she has this secert desire that people can exploit.
And with her doing stuff with naruto is her indulging her desire while "explained" away that she wants to help her son.
Then in the future she can become just a pet to whoever her owners are. or maybe she is already a pet (like she is already serving people) while no one knows
If you're going to make Kushina a slut, then I'd prefer her to be Naruto's slut. I'll second the idea that was mentioned previously about Kiba lusting for her while Naruto's banging her senseless.
I'm not really all that huge on Kiba to begin with though, so I'll follow this or not depending on where the next chapters go personally.

Personally, I read the Kushina/Oc's and other lemon stories like that, because I'm just plain tired of Naruto himself. His character has been completely destroyed for me due to Boruto and other factors like that.
Honestly, why not just go fair with it? Naruto banging Tsume and Hana, Kiba banging Kushina, and both clapping Tsunade, maybe both clapping Mikoto as well to get back at Sasuke or something.
Personally I'm fond of the idea presented with the slutty one being Tsume! Pretty good idea, especially if Kiba just can't quite seal the deal and winds up perving on Kushina a lot as a voyeur.
A completely disinterested Kushina would be pretty good too, like no matter what Kiba does he can't quite get Kushina into it. Or a failed cucking, like Kushina finally goes full slut but Kiba just can't keep up with her. Personally though my single favorite idea is that Tsunade's a slut, that she takes both Naruto and Kiba and they compete, which annoys Tsunade since they were better back before they started competing in the first place. Maybe follow them through the years as they continue to fuck Tsunade, but both get jealous and possessive when they walk in on her fucking someone else. Meanwhile Kushina's got an itch that needs scratching, but is background noise because she can't compete with the Legendary Sucker.
